A 140 × 60 signature is tiny, so a normal JPG of it is only a few KB, under the 10 KB minimum. Too big and it's over 20 KB.
What this preset does
This preset fits your whole signature inside 140 × 60 on white, never cropping it, then lands the JPG between 10 and 20 KB. If the picture alone is too small, it adds harmless padding data to reach 10 KB; the image is unchanged.
