Can every PDF get under 500 KB?
Most scanned documents of a few pages can. Very long scans may need splitting first.
Will the scan stay readable?

Why does it aim a little under 500 KB?
Some portals count 1 KB as 1,024 bytes and others as 1,000, so the preset stays under 500 KB either way.
